This is because of proximity of Latin America to the US.

Throughout history, there have been shifts in Chicago immigrant patterns. In the mid-19th century, most new migrants were from Ireland and Germany. Latter in the century, there were large number of immigrants from Russia and Slovakia. The immigration reforms of 1965 made Chicago to attract people from Latin American and Asian countries.
